At the March 9, 2015 Town Board Meeting, Project Manager Dennis Pischer from Royal Construction presented the bids and changes made to the proposed project.  The Town Board authorized Royal Construction to proceed with the Town Hall/Fire Station/ Community Center building project with an approved construction budget of $2,199,505.  Construction will start in March/April of 2015.

The new cold storage building located behind the Town Shop should be completed by the end of the November 2014.   The final cost of the building will be approximately $110,000, which includes design, structure, concrete, earthwork and labor.  

The new Town Hall/Fire Station/Community Center plans have been revised and completed.  The project will go out for bid in mid-November with bid opening on December 9, 2014.  Assuming all bids are received within budget, the project will begin early-spring of 2015.  New plans can be viewed by clicking here:  Floor Plan and Exterior

The loan for the above projects was obtained through the State Trust Fund loan program.  The interest rate is 4.25% with a term of 20 years. Our first payment is due in March 2015, and you will see an increase in your town taxes of $.59/$1,000 of assessed value.

Loan interest earnings through this fund are used to support and maintain Wisconsin K-12 Public School libraries.  In 2013 the fund distributed $30.1 million to public schools in Wisconsin. The  Eau Claire School District received $352,912, Eleva-Strum School District received $19,273 and Mondovi School District received $29,477.

In 2014 the fund distrubuted $30.2 million to public schools in Wisconsin. The Eau Claire School District received $353,862, Eleva-Strum School District received $19,910 and Mondovi School District received $28,193.

On November 5th 2013 a Special Meeting of the Electors was held to vote on a proposed building project. This project includes an expansion of the fire station, remodeling the existing town hall, adding a community center and constructing a cold storage building for the highway department. The electors passed the vote to proceed with the proposed building project with an approved budget.  The Town Board and appointed Building Committee have attended numerous meetings throughout 2014 with the hired construction management firm, architects and engineers. 

A final building design was agreed upon and the process for bids was let in June of this year. Due to circumstances beyond our control (i.e. an unusually busy commercial construction season, rise of cost of construction, and being a prevailing wage project) not all areas of the building were bid on, therefore we rejected all bids received. After receiving the first round of bids, we determined the building also needed some revisions.  The Town Board and Building Committee have continued to meet with Royal Construction, our construction management firm, to make revisions to the building plan with the intent to rebid the revised project in the fall.  Assuming the revised plan and the new bids fall within budget, construction will begin early spring.  Construction of the cold  storage building behind the Town Shop will be completed this fall.

Special Meeting of the Electors

The Town of Pleasant Valley Building Feasibility Committee has made a recommendation to the Town Board that the Town of Pleasant Valley should make improvements to and construct an addition to the existing Town Hall/Fire Station and build a new cold storage building for the Highway Department.

A Special Meeting of the Electors

Tuesday, November 5, 2013 at 7pm in the Town Hall
located at S10414 Cty Hwy HH/I located in Cleghorn.

Eligible Town of Pleasant Valley electors will vote on this issue at this meeting.

In 2011, the Town Board of the Town of Pleasant Valley appointed a committee of town residents to review the needs for a new or improved town hall/fire station.  The current facilities are used by numerous community groups, town government and the fire department on a regular basis. The town and the fire department are rapidly outgrowing the current facility, which is also in need of structural and cosmetic improvements.

The Building Feasibility Committee has hired a construction management firm and an architect firm to help guide them through the process. The committee and hired consultants have held regular meetings which included input from community members. At this time,  preliminary plans are prepared for remodeling and adding on to the existing Town Hall & Fire Station. Click here to view the site plans, floor plans or the 3D exterior schematic.

An informational meeting was held on Tuesday, September 24, 2013 at 7pm in the Town Hall & Fire Station to present the project to the voters of the Town of Pleasant Valley.

  • $100,000 assessed value = $60.19
  • $200,000 assessed value = $120.80

Steps and Information Regarding the Issuing of Debt

Steps are dictated by State Statutes

  • Qualify for Loan - total debt may not exceed 5% of equalized value ($302,358,800) of taxable property
  • Note: the town does not currently have any debt
  • Any debt incurred cannot extend beyond 20 years from the date the original obligation occured
  • The Town Board will call for a Special Town Meeting at a regular Town Meeting. Date would be set at that time.
  • The Special Town Meeting would be posted and published 15-20 days prior to the meeting.
  • Special Town Meeting would be held for the voters of the town to vote on authorizing the town board to construct said project.
  • Residents of the Town of Pleasant Valley who are qualified voters may vote.  Secret ballot method will be used.
  • If approved by the voters, the Town Board, at a regular town board meeting, would then act on approving the most favorable lending institution and proceed with the loan application.
