January 2022 Update

The Town Plan Commission has begun a series of meetings with Eau Claire County Planning and Development to update the Comprehensive Plan.  The project should be complete in early 2023.

December 2010 Update

On November 8, 2010, the City of Eau Claire and the Town Chairs of the six towns adjoining the City signed a Memorandum of Understanding (MOU) stating that each unit of government will consider adoption of a proposed Intergovernmental Agreement resolving years of conflict over land division policies in the City’s Extraterritorial Plat Review Jurisdiction (ETJ) which extends three-miles into the towns from the City limits.  All of the parties to the Agreement have agreed to schedule adoption discussions before their individual governing bodies within the next 30 days.  The participating towns include Brunswick, Pleasant Valley, Seymour, Union, Washington and Wheaton.

The proposed Intergovernmental Agreement will resolve land division regulation issues in the City’s (ETJ), which have been a lingering source of conflict for many years.  The lack of a coordinated set of land division regulations in the ETJ has resulted in many property owners in the towns being unable to divide their land, except into parcels 10 acres of more in size.

Pending adoption of the proposed Intergovernmental Agreement, all parties to the MOU have agreed to amend their individual comprehensive plans and land division ordinances to be consistent with the provisions of the Agreement. The Town Plan commission will be meeting in January to consider amendment followed by a public hearing and forwarding their recommendation onto the Town board.

June 2011 Update

Amendment to Town Comprehensive Plan

On November 8, 2010, the City of Eau Claire and The Town Chairs of the six towns adjoining the City signed a Memorandum of Understanding stating that each unit of government will consider adoption of a proposed Intergovernmental Agreement resolving years of conflict over land division policies in the City’s Extraterritorial Plat Review Jurisdiction which extends three miles into the towns from the City limits.  All of the parties to the Agreement agreed to sign the agreement with 30 days of the meeting.  The participating towns are: Brunswick, Pleasant Valley, Seymour, Union, Washington and Wheaton.  The proposed agreement will resolve land division regulation issues in the City’s Extraterritorial Plat Review Jurisdiction which have been a lingering source of conflict for many years.  The lack of a coordinated set of land division regulations in the Extraterritorial Plat Review Jurisdiction has resulted in many property owners in the towns being unable to divide their land, except into parcels of ten or more acres in size.  The proposed agreement will establish clear and consistent regulations adopted by the City and the six surrounding towns that will regulate future land divisions.  The new regulations are intended to foster well planned, urban development within the Sanitary Sewer Areas on lands that are anticipated to be annexed into the City and served by public water and sewers at some point in the future.  The new regulations will loosen restrictions in rural areas and will allow future land divisions in the designated rural development areas that are expected to be developed on private septic systems and wells.  The new regulations encourage “cluster” developments that will preserve larger tracts of agricultural land.  All parties to the Memorandum of Understanding have agreed to amend their individual comprehensive plans and land division ordinances to be consistent with the provisions of the Agreement.

On June 13, 2011, the Town of Pleasant Valley Plan Commission met, held a public hearing and recommended these changes to the Town Board.  These changes to our Comprehensive Plan were adopted at the June 13th Town Board Meeting.
