Special Meeting of the Electors
The Town of Pleasant Valley Building Feasibility Committee has made a recommendation to the Town Board that the Town of Pleasant Valley should make improvements to and construct an addition to the existing Town Hall/Fire Station and build a new cold storage building for the Highway Department.
A Special Meeting of the Electors
will be held on
Tuesday, November 5, 2013 at 7pm in the Town Hall
located at S10414 Cty Hwy HH/I located in Cleghorn.
Eligible Town of Pleasant Valley electors will vote on this issue at this meeting.

In 2011, the Town Board of the Town of Pleasant Valley appointed a committee of town residents to review the needs for a new or improved town hall/fire station. The current facilities are used by numerous community groups, town government and the fire department on a regular basis. The town and the fire department are rapidly outgrowing the current facility, which is also in need of structural and cosmetic improvements.
The Building Feasibility Committee has hired a construction management firm and an architect firm to help guide them through the process. The committee and hired consultants have held regular meetings which included input from community members. At this time, preliminary plans are prepared for remodeling and adding on to the existing Town Hall & Fire Station. Click here to view the site plans, floor plans or the 3D exterior schematic.
An informational meeting was held on Tuesday, September 24, 2013 at 7pm in the Town Hall & Fire Station to present the project to the voters of the Town of Pleasant Valley.
Below is the information that was presented to the residents who attended the meeting:
Needs Assessments:
Town Board /Office Area
- Board Meeting room
- Separate, secure town office area
- Separate, larger secure storage area
- Larger space for elections
Fire Department
- Training area
- Larger size with additional bays
- 3 bays with 12 X 12 overhead doors and 2 drive-thru bays with 14 X 14 overhead doors
- Shower/bathroom facilities
- Storage racks
- Underground water storage tank equipment with pump
- Utilize existing well if possible
Community Center/Town Hall
- Community Center with seating of 200+ for large community gatherings, large town meetings, elections, large family gatherings
- Meeting spaces for local clubs (4-H's, Lions Club, Church groups, Snowmobile Club, Scouts)
- Other club and town activity space (Firemans Pancake Breakfast, 4-H Cookie Walk, Harvest Fest activities, Lions Club events, etc)
- Adequate restroom facilities
- Kitchen and serving area
Other needs
- Revitalize building exterior and interior
- Additional parking for larger events
- Larger cold storage building for Highway Dept.
Other considerations received from building committee, town board and community groups:
- cost savings of utilizing exsisting building
- use of existing, town owned land
- relocate town recycling center on town property
- complimentary exterior look to surrounding area and history
- community is growing as are the needs
- relocate exsisting grilling pavilion
- use existing well
- use existing septic system
- install water holding tanks below ground for trucks to fill as well as to supply water for interior sprinkler system
Proposed Cost of presented project:
$2.4 - 2.5 million includes
- landscaping
- exterior concrete work

- center lobby/restrooms/mechanical/fire offices

- remodel current town hall
- remodel and add-on to existing fire station

Projected Property Tax Increase:
Based on a term of 20 years with an interest rate of 4.5%,
2013 Assessed Value
- $100,000 assessed value = $64.50
- $200,000 assessed value = $129.00
2018 Assessed Value - estimating increase in town growth and assessed value
- $100,000 assessed value = $60.19
- $200,000 assessed value = $120.80
Steps and Information Regarding the Issuing of Debt
Steps are dictated by State Statutes
- Qualify for Loan - total debt may not exceed 5% of equalized value ($302,358,800) of taxable property
- Note: the town does not currently have any debt
- Any debt incurred cannot extend beyond 20 years from the date the original obligation occured
- The Town Board will call for a Special Town Meeting at a regular Town Meeting. Date would be set at that time.
- The Special Town Meeting would be posted and published 15-20 days prior to the meeting.
- Special Town Meeting would be held for the voters of the town to vote on authorizing the town board to construct said project.
- Residents of the Town of Pleasant Valley who are qualified voters may vote. Secret ballot method will be used.
- If approved by the voters, the Town Board, at a regular town board meeting, would then act on approving the most favorable lending institution and proceed with the loan application.
